Lilly Winters is a character in Magical Girl Policy. She is a freshman at SAU and a member of the cheer team's Promotion Squad.
Physical appearance[]
Lilly is between 5'2'' and 5'4'', being taller than Robynne but short enough to meet Vivian's criteria for being a "grumple". She has long hair in a pure white color called snowcapped. She often wears drastically different hairstyles from day to day. Lilly has a score of eight on Cammy's ten-point hotness scale. While in class, she has to abide by SAU's business casual dress code, though on days where she has promotion duty she is allowed to wear the cheerleader uniform instead.
Personality[]
Lilly is generally well-meaning but a bit self-absorbed. She is lazy and will take opportunities to skip out on work. She is nosy and a shameless gossip, but is not particularly good at keeping secrets herself. She is said to have a good eye for fashion.
Lilly is part of the cheer team's Promotion Squad, enjoying the uniform but disliking the work. She's deeply ingrained in the team's rumor mill.

Lilly has an aura of some sort, but it is not described beyond Robynne faintly sensing its presence.
Biography[]
Week 1[]
While handing out fliers with Stacy for the upcoming Club Week, Lilly and her partner have a pebble kicked in their direction by Robert, who was lost in thought over his upcoming meeting with the Spirit Guard. Robert apologizes and helps Lilly collect her dropped fliers. Lilly is annoyed at him, but the two cheerleaders tells him about Club Week before heading on their way. After she and Stacy finish handing out their fliers, they report to cheer team officers Jodi and Cammy. Lilly and Stacy were unable to find any nerds willing to join the cheer team that Cammy had requested, but are praised for their hard work.
Weeks 2-4[]
During Club Week, Lilly is among the cheerleaders promoting near the event's booths.
Lilly is paired with new recruit Robynne for promotion duty but is told it can be safely skipped, unaware of her actually being Robert from a few weeks ago. Lilly had heard a lot about Robynne from Stacy and Vivian as well as a series of rumors, so she's curious to learn more. Robynne shoots down each rumor: she has no interest in dating Dale Bridges or anyone, her lack of socializing with the other cheerleaders stems from difficulty befriending girls rather than a sense of superiority, and she's not a lesbian. Lilly admits she had assumed someone with Robynne's looks would be a queen bee type, and opens up when she discovers gossip is genuinely foreign to Robynne.
At some point, Lilly tells someone about how she and Robynne slack on promotion duty, and this ends up circulating among the cheer team.
Week 5[]
Lilly, Robynne, Vivian, and Stacy are given a surprise promotion assignment: they are to hand out fliers for SFEERS's upcoming Mega Mash Family Battle tournament, doing so at the Billot Building during the lunch rush. Lilly is unenthused about this sudden job for a club she doesn't care about. She was hoping to be paired with Robynne like usual, but ends up with Vivian. After the job is over, the four have lunch before parting ways.

Stacy Ambrose[]
At first, Stacy and Lilly are often paired for promotion duty, with the eager Stacy balancing out her unenthusiastic partner. They apparently bond over this, as the two hang out outside of cheerleader work. After Robynne joins the team, she becomes Lilly's typical partner in place of Stacy, who admits she's jealous that Lilly has the scarlette all to herself so often.
Cammy DeCroix[]
Like most of the cheer team, Lilly is affected by Cammy's commanding aura and is often concerned about the captain's needs and opinions. When not in Cammy's presence, Lilly apparently doesn't have a very high opinion of her, letting Robynne readily complain about her.
SAU Cheerleading Team[]
Lilly is part of the cheer team, but dislikes the promotion work involved and is wont to complain about it. This is apparently the reason Jodi has her paired with Robynne so often, who has an agreement with Cammy to only receive jobs that the officers will turn a blind eye to if skipped. Lilly is apparently friendly with the other cheerleaders and is highly integrated in the team's rumor mill.
Robert Dreese/Robynne Darling[]
Lilly briefly meets Robert when he inadvertently kicks a rock toward her and Stacy, with Lilly outwardly annoyed at him. When Robynne joins the cheer team, she is often paired with Lilly, who is unaware of the new cheerleader being the person she had met weeks prior. Lilly enjoys having promotion duty with her, who is routinely given jobs that can be safely slacked off on. Initially buying into the cheer team's rumors about the reclusive new recruit, Lilly finds Robynne to be completely unlike what she'd assumed, but likes learning about her for this reason. As Robynne is direct and unfamiliar with the dynamics of gossip, Lilly is more open with her about the rumor mill than she is with others.
Vivian Feliz[]
Lilly gets to know Vivian when the latter joins the cheer team along with Robynne. Similar to Stacy, Vivian's enthusiasm and humor contrasts Lilly's grumpiness towards work.

- Prior to the August-September 2021 chapter revisions, Lilly's name was often spelled "Lily" instead.
- Lilly's surname of Winters is not stated in Magical Girl Policy itself, but the roster of the Magical Gridiron Posse fantasy football league includes her full name, albeit with her given name spelled "Lily". Then on August 14, 2021 Taralynn Andrews clarified on Discord that the character's full name is spelled "Lilly Winters".
